Focusing on continuous improvement, the SCMU works on various initiatives to enhance its capacity to deliver commodities. Procurement savings is one of them. Through effective contract negotiation, UNFPA Strategic Sourcing team was able to secure 28 million USD in the last 5 years as procurement savings and created value directly by securing more contraceptive products within the same budget, so more women and adolescents have access to contraceptive protection.

The Evaluation Offices of UNAIDS and UNFPA, in collaboration with WFP, have jointly managed an independent evaluation of the UNAIDS Joint Programme’s contribution to efficient and sustainable financing for the AIDS response.
The evaluation finds that the Joint Programme has made important contributions to improving allocative and technical efficiency of the AIDS response. In countries, UNAIDS convening power, political advocacy and role as a neutral broker directly contribute to Global Fund and PEPFAR funding processes and domestic commitments to HIV.
The Joint Programme's inclusiveness of civil society, community-based organizations and key populations has directly contributed to funding key population services and community-led responses. However, more is needed to strengthen their capacity to engage in the financing agenda.
The evaluation recommends the Joint Programme to create a common vision and improve coordination with regard to the integration of HIV financing within the wider health and Universal Health Coverage financing agenda. Allocative and technical efficiency, particularly focused on domestic financing, should be a priority for the Joint Programme going forward.
