Baseline Assessment on the “Accelerated Socio-Economic Empowerment of Youth in Somalia Project

Purpose of the Baseline Assessment will be carried out to contribute to a comprehensive understanding of the project plans and estimates, to inform better performance
assessment and to ensure ability to report progress over the lifecycle of the project. Objectives of the Baseline Assessment are:

●To assess and measure some key interventions and outputs’ baselines and evidence to inform the project results framework.
● To enhance the evidence-based planning and programming of the project.
● To provide a holistic picture regarding the project’s needed interventions to ensure better planning and implementation in order to achieve the project overall goal and
objectives.

The results of the baseline assessment will be used to inform the implementers, the donor and the involved stakeholders about level of needed intervention and to enable an evidence
based adjustment of the action if considered justified.
