Costed evaluation plan: Guidance, tools and templates

To ensure that evaluation activities are systematically planned, properly resourced, and effectively implemented, UNFPA country and regional offices are required to develop a Costed Evaluation Plan (CEPlan) as part of their programme documents.

The CEPlan is a multi-year plan aligned with the programme cycle. It outlines evaluations and capacity development activities that are strategic, feasible, cost-effective, and prioritized to generate credible, useful, and timely evaluative evidence for UNFPA and its partners. Submitted as an annex to the programme document approved by the UNFPA Executive Board, the CEPlan represents a formal organizational commitment to the rigorous conduct and use of evaluation.

This guidance details the roles and responsibilities of country offices, regional offices, and the Independent Evaluation Office in developing, monitoring, and updating CEPlans. It explains the core components of the CEPlan, offers practical advice on budgeting, sets out eligibility criteria for project evaluations, and provides a template and tracking tool to help offices put their plans into action.
