The Reporting Analyst consultant supports the work of the Advocacy and Communication Unit (ACU) in tracking humanitarian planning and results data from over 60 countries, including quality assurance, analysis, curation and visualization. This will facilitate more effective and accountable global reporting and positioning of UNFPA’s humanitarian work to the external world through 3 key products or channels:
1) humanitarian action 2021 overview and global appeal,
2) country fact sheets, and
3) emergencies data portal on UNFPA external website/transparency portal,
which contains cumulative humanitarian results and has to be kept updated.

The Position:
The MHPSS consultant would support the work of the humanitarian office to develop an operational framework with a focus on concrete actions to be taken by UNFPA going forward, building on work being done. The work will aim to harmonize and foster good practices, and to set limits to ensure that the “Do No Harm” principle is respected in MHPSS programming within GBV and SRH in emergencies. It will include strategies to strengthen UNFPA human resources capacities.
The consultant’s scope of work under MHPSS will cover both SRH and GBV in emergencies programmes. The consultant’s work will explore how existing global and/or UNFPA’s own policies and guidelines link with MHPSS principles/guidance specifically the Minimum Standard on PSS (MS 5) in the Inter-Agency Minimum Standards for GBV In Emergencies Programming and the Minimum Initial Service Package for RH in emergencies (MISP), the Inter-Agency GBV Case Management Guidelines,and the Compact for Young People in Emergencies. Per UNFPA’s mandate, the support will also situate mental health and psychosocial support for women and girls in context informed by an understanding of their experiences of violence and discrimination and their health status.

The Change Management Secretariat acts as a governance mechanism, working under the DED-M to ensure the substantive and operational coherence of the various change management initiatives and processes within UNFPA, coordinating and supporting change management processes such as: Aligning Headquarters/Regional Office/ Country Office Functions; The Comprehensive Resources Review; the Information and Communications Technologies transformation and the UN Reform. The CMS ensures consistency during a period of transition to continue improving UNFPA’s business model in light of the new Strategic Plan, the QCPR and various UN Reform initiatives.

The complexity /scale of the Change Management Agenda requires a best practice governance structure and a small dedicated team to support alignment processes, monitor further development and implementation of initiatives, guided by the Executive Committee and a Change Management Steering Committee accompanied by timely monitoring and reporting to senior management and other oversight UNFPA units as appropriate. Within this context, the Institutional Transformation Consultant will provide research, M&E and operational support to UNFPA initiatives related to change management facilitated by the Change Management Secretariat.

Protection from Sexual Exploitation and Abuse and Sexual Harassment (PSEAH) is a critical issue facing the UN System and aid partners and has increased in profile given the high level of commitment of the Secretary-General and the UNFPA Executive Director for UNFPA activities.

In collaboration with its UN system partners, UNFPA is implementing a PSEAH strategy across the organization through a range of coordinated actions to strengthen prevention and response, management and coordination. PSEAH activities involve many UNFPA business units and broad interaction with multiple external stakeholders.

Improving quality assistance to victims of sexual exploitation and abuse is a key priority for UNFPA and the UN system. Assistance to victims of sexual exploitation should - to the extent possible - be integrated into existing referral pathways for survivors of gender- based violence.
UNFPA has institutional experience in preventing and responding to gender-based violence and, as such, the expertise to provide and/or facilitate assistance also for victims of sexual exploitation and abuse.

UNFPA is currently seeking to engage the services of a short- term consultant to support its activities to improve quality assistance for victims of SEA.

The consultant will provide support with:

• Mapping of GBV referral pathways, to identify existing mechanisms, remaining gaps and possibilities for improvement.
• Perform other duties as required.

Required knowledge and experience:
• Advanced university degree in one of the following disciplines: Gender studies, social anthropology, law and women’s rights, sociology, cultural studies, public health, demography, socio-economics, or other related field.
• A minimum of three years, increasingly responsible, relevant professional experience
• Previous relevant experience in the UN context.
• Excellent written and verbal communication skills.
• Fluency in English is required, working knowledge of other UN official languages desired

Duration/Travel:
Up to 60 days of work over the period from 1 April 2020 to 30 June 2020. If travel services are required, they will be procured directly by UNFPA according to the UNFPA applicable travel policy for consultants.
