Role Description:

Under the overall supervision of the UNFPA  Representative/ Head of Office and the direct supervision of the Emergency Response Coordinator, the incumbent will assist the Country Office in the planning, coordination and implementation of UNFPA’s humanitarian interventions. S/he works in close collaboration with implementing partners, other agencies and field staff to coordinate logistics support for UNFPA operations and in particular ensure effective management of emergency RH commodities and supplies  at the central and peripheral levels (including management systems to record, track and report receipt, storage, refrigeration, transportation and distribution of all UNFPA goods).  The incumbent will also be responsible for liaising with relevant humanitarian stakeholders working in relevant sectors/Clusters, such as Health, WASH, Protection, Logistics, Camp Management,etc. to ensure inclusion of commodities specific to UNFPA’s mandate in the overall national humanitarian response plan.
 
Main Tasks & Responsibilities  

Rapid Assessments/Field Visits

  • As appropriate, participate in joint field assessments or undertake UNFPA specific field visits/assessment missions to gain a better understanding of existing logistics infrastructure, warehousing facilities, health facilities and distribution systems.

Programme Implementation and Coordination

  • Mobilize supplies (RH Emergency Kits, Dignity Kits) to the affected areas.
  • In close relationship with SCMU and local procurement unit, follow up on the procurement plan for the CO in order to ensure the proper and adaptable warehousing system. 
  • Identify possible gaps in the logistics pipeline and provide input on how to strengthen the logistics chain (from calculating needs to procurement to actual distribution, monitoring and reporting). 
  • Adapt and enforce systems/standard protocols through which the UNFPA CO/Sub-office can operate, manage and forecast its emergency commodity needs (e.g.  transportation, warehousing, distribution channels, contingency plans).
  • Support the Emergency Response Coordinator, the GBViE and the SRHiE specialists  in projecting future needs of emergency supplies. 
  • Liaise with the HQ Humanitarian Emergency Response team and coordinate with global and country logistics clusters (if activated).
  • Ensure that the coordination and communication mechanism between program management and the Operation unit are well set up.

Monitoring and Evaluation

  • Establish a monitoring mechanism that takes into consideration warehouse capacity, access, utilization rate, coverage and distribution to track and monitor emergency supplies.
  • Undertake monitoring visits to ensure proper storage, distribution, and utilization of emergency supplies.
  • Track the receipt and distribution of all emergency commodities and supplies.
  • With the Operations Manager, ensure that all the logistics documentation is in adequation of the Last Mile Insurance requirement (PSDA / DS / IP contract,etc)
  • Regular Inventory on stock availability, emergency commodity distribution and shipment pending.Ensure that the shipment tracking system is updating regularly

Liaising/Coordination with Partner Agencies

  • Liaise with humanitarian stakeholders working in relevant sectors/Clusters, such as Health, WASH, Protection, Logistics, Camp Management, etc. to ensure inclusion of commodities specific to UNFPA’s mandate into the national humanitarian response plan.
  • Establish partnerships with agencies that have broader logistics capacity than UNFPA (WFP, UNICEF, etc.) in order to facilitate movement of UNFPA commodities.
  • Establish partnership and regular coordination mechanisms with the IP and stakeholders.

Reporting

  • Provide regular (at least weekly) updates on UNFPA emergency commodities and supplies management for inclusion in donor reports and OCHA SitReps.

Capacity Development

  • Provide coaching to newly recruited staff and consultants, where appropriate.
  • Coach and build capacity of staff members and staff of implementing partners responding to crisis, as appropriate.
  • Regularly update on the IP technical capacity, identify gaps on Logistics and warehousing management and propose training and evaluation sessions in order to ensure that the IP has the capacity to fulfill the quality level of the UNFPA products. 

Any Other Duties

  • Perform any other duties as required by the Representative and/or Head of Office 

Qualifications and Skills Required:

  • Advanced university degree in logistics management or equivalent relevant professional certification in areas such as transport, distribution and supply chain management. A first university degree, with relevant experience may be considered in lieu of an advanced degree.
  • 5 to 7 year field experience in  humanitarian/emergency settings
  • Managing medical supplies in emergency settings is an advantage
  • Experience and knowledge with INGO and  UN systems, especially UNFPA is an advantage.
  • Excellent communication skills and ability to work in stressful environments, strong leadership skills also highly desired.
  • Good knowledge of humanitarian response.
  • Proficiency in English and in other official languages or the UN required
