Job description

The Position:

The Programme Associate on Monitoring and Evaluation and Data (ME&Data) would be closely working with the country office programme and operations teams. Assist development and maintaining the ME and Data system, as well as measurement of all interventions undertaken by UNFPA and partners. S/he contribute to increased efficiency and effectiveness of the UNFPA country programme by mainstreaming and introducing new technologies and innovations.  The Programme Associate on Monitoring and Evaluation and Data will report to Programme Analyst on Population and Development.

Job Purpose:

The fifth country programme includes output on strengthening data system and evidence that take into account population changes and other megatrends including aging and climate changes in development programs and policies, especially those related to reproductive health and reproductive rights and gender based violence. 

The Programme Associate on Monitoring and Evaluation and Data will assist with monitoring of Country programme Resource Result Framework by monitoring, tracking changes, data collection, documenting and reporting. S/he will ensure there is consistency in the objectives and indicators of the projects and will spearhead the development and timely delivery of relevant reports including Office management plan/s, quarter/annual monitoring reports as well as review of reports from implementing partners and assists CO in preparing and  consolidating reports to donors. s/he will develop and introduce the new technologies and innovative digital platforms in programme performance jointly with programme team.  

In close collaboration with the programme team and the operations team, you will assist in the digital transformation so that innovation and technology become significant components of UNFPA programmes for delivering better, faster, and more impactful results. You will facilitate the introduction and implementation of relevant state-of-art technologies, ideas, and open solutions that produce programme efficiencies, accelerate the achievement of transformative results in the lives of women, girls, adolescents, and youth. 

You will also support the management of the organization's resources, assisting in implementing ICT standards and applications, managing data, information, and workflow. You will provide ICT and administrative support services and daily technical support to CO staff.

You would be responsible for:

Monitoring and Evaluation and Data

  • Assist country office monitoring, reporting and data system establishment and maintenance in line with Country programme Results Resources Framework (RRF), provide technical assistance to programme staff and implementing partners to establish internal ME&Data system, including introduction of MIS based key ME tools and best practices.
  • Assisting Head of Office with delivery of co-chair role with UNSDCF M&E and Data Group and DCC on Data and statistics activities.
  • Assist in the data-driven programme plans and implementation, especially around digitization and using new technology to advance Nairobi national commitments on achieving three transformative goals of UNFPA.
  • Assist monitoring of resources, achievements and reporting to ensure timely preparation of all reports, including, quarterly, semiannual, and annual program reports.
  • Tracking progress against programme indicators of RRF, establishing ways to assess achievement and recommending corrective action as required; conducting field visits; participating in review meetings and evaluation missions and preparing regular inputs to status and progress reports.
  • Assist implementing knowledge management&sharing strategies to capture lessons learned and best practices, sharing these with management for future planning and raising awareness among partners, public and donors for UNFPA activities. 
  • Monitor latest trends and developments in the knowledge and innovation area and seek opportunities for UNFPA’s involvement in innovative initiatives. 
  • Promote innovation learning through building capacity of UNFPA staff, partners, government counterparts, and other end-users of innovative products and processes. 
  • Support household surveys, operations research and assessments on SRH, youth and gender, GBV and child marriage prevention, including in humanitarian settings and carry out thematic evaluations. 

ICT support

  • Supporting the implementation of ICT management systems and strategies; complying with corporate information technology standards for the CO, supporting the use of Enterprise Resource Planning systems for improved business results and improved client services.
  • Ensuring effective functioning of CO hardware and software packages; performing technical functions, including assisting with the installation and repair of commercial and in-house hardware and software applications, with routine repairs, application management, maintaining supplies inventory; monitoring of server traffic and performance; provision of support in backing up and restoring files, and virus prevention.
  • Ensuring ICT security through restriction of administrative rights to prevent the loading of unauthorized software; ensuring that desktop, laptop, and server passwords and related policies are in line with established corporate standards.
  • Supporting networks administration, including the establishment of offsite backup, back up logs, and restoration procedures; trouble-shooting network problems and responding to user needs regarding network access.
  • Providing administrative support by managing software, hardware, and parts, including the maintenance of an up-to-date inventory; maintaining CO databases and providing orientation and coaching to staff; maintaining a library of ICT related reference materials; preparation of statistical reports as required.

 

Qualifications and Experience: 

Education:  

Completed Secondary Level Education is required. University and/or professional degree in computer science and/or, monitoring and evaluation, information and communication technology, is desirable. 
 

Knowledge and Experience: 

Proved experience in result based programming, monitoring and evaluation, programme/ project management.

  • Five years of relevant working experience, including network administration, support in the management of hardware and software platforms, telecommunications facilities, knowledge of computer programming, database/data mining/data management, network engineering, software engineering, web development. 
  • Experience in design, planning and implementation of surveys.
  • Good knowledge of PC/LAN operating systems, Microsoft Windows, APPs (IOS/Android), corporate ICT security and viral protection systems, ERP. 
  • Report writing skills.

Languages: 

Fluency in English, Russian and Tajik languages is required.
