Background and scope of work
Noura programme operates under the umbrella of the Girls Assets Framework with the aim of providing guidance to design and implement girl-centered programmes focused on the improvement of coverage, how to reach the most marginalized adolescent girls and the expected impact. This approach looks to shape intensive programmes that can equip girls with social, health, digital and economic assets for girls’ decision-making.
In October 2021, the National Council for Women (NCW) together with UNFPA and its partners launched Noura, the icon of the Girls Assets Framework in Egypt. As the everyday Egyptian adolescent girl, Noura is the central character who represents the investment in adolescent girls in Egypt to the government, private sectors, NGOs, and communities.
The Noura Framework responds to the National Strategy for the Empowerment of Egyptian Women 2030 and the National Action Plan for Family Development and will contribute to the SDG targets set in Egypt’s Vision 2030. The program places adolescent girls ‘aspirations and needs at the center:
● Empowers adolescent girls by providing them with health, social, economic, and digital assets to make their own choices.
● Creates positive social and gender norms towards adolescent girls within their households and communities.
● Strengthens systems to ensure quality and accessible services responsive to adolescent girls in Haya Karima villages.
The Noura Programme currently operates in five governorates (Assuit, sohag, Dakhlya, Cairo and Benisweif), where young mentors (ages 18-24) lead 40 training sessions for adolescent girls (ages 10-14). Each mentor engages with 20-25 girls per session, delivering a year-long program. Recently, the programme started its intervention also with boys aged 10-14 years old in the same governorates.
Duration and working schedule:
8 months from contract signature (July 2025 - February 2026)
Outline and scope of delivery:
The Noura Programme currently operates in five governorates (Assuit, sohag, Benisweif, Dakhlya and Cairo) where young mentors (ages 18-24) lead 40 training sessions for adolescent girls (ages 10-14). Each mentor engages with 20-25 girls per session, delivering a year-long program for the aim of equipping them with social, digital, economic and health skills to support them in taking informed decisions about their sexual and reproductive health at a later stage.
During the year of 2024, UNFPA along with NCW developed a full manual to involve boys and build their capacities on topics such as gender equality, girls agency, gender based violence, etc. Boys were included in the adolescent capacity building process as a part of the holistic approach of Noura programme to work with the surrounding family members and communities to support girls' decision making process and prevent harmful practices against them.
NCW and UNFPA are in the process of expanding the implementation of Noura programme with the cooperation of the Ministry of Social Solidarity. Noura programme will start rolling out in a number of orphanages as a pilot stage prior to including a bigger number of orphanages covering wider geographical scope.
Due to the specific nature, context and needs of orphanages; UNFPA is seeking a qualified consultant to support in the adaptation of the existing Noura and Nour manuals and facilitators guide to be relevant and applicable in orphanages. In this respect, the consultant will be expected to carry out the following services as key deliverables:
1- Inception Report
● Overview of the consultant’s understanding of the task including background and context of orphanages status in Egypt
● Work plan and methodology
● Stakeholder engagement approach
2- Needs Assessment / Gap Analysis Report
● Review of the current manual(s) and facilitators guide
● Identification of areas needing adaptation for the orphanage context
3- Draft Adapted Manual and Facilitators Guide
● Initial version tailored for use in orphanages
● Inclusion of relevant policies, procedures, examples, exercises and language appropriate for childcare institutions
4- Stakeholder Feedback Summary/ Validation
● Summary of feedback from key stakeholders (e.g., orphanage staff, social workers, child protection specialists)
● Recommendations for final revisions
5- Final Adapted Manual and Facilitators Guide
● Polished and fully adapted version
● Ready-to-use format (PDF and Word)
Monitoring and progress control, including reporting requirements, periodicity format and deadline:
- All deliverables are to be submitted to UNFPA for clearance prior to finalization.
- Regular follow up meetings will be held between the UNFPA team and the selected bidder to follow up on implementation.
- Methodology of implementation might be subject to modifications without changing the overall objective and the scope of work on the basis of mutual consultation.
Supervisory arrangements:
Girls empowerment programme analyst (in coordination with Adolescent and Youth Specialist).
Expected travel:
The assignment won’t require travel and if for any reason the consultant had to travel, arrangements will be made by UNFPA based on the DSA rates of the month of the travel.
Required expertise, qualifications and competencies, including language requirements:
1. Technical Expertise
● Proven experience in developing or adapting manuals, guidelines, especially for child-focused organizations.
● In-depth knowledge of child protection, particularly in the context of residential care or orphanages.
● Familiarity with national and international standards related to childcare (e.g., UN Convention on the Rights of the Child, Minimum Standards for Child Protection in Humanitarian Action, alternative care guidelines).
2. Experience Working in Similar Contexts
● Demonstrated experience working with or supporting orphanages under the supervision of MOSS.
● Understanding of the socio-cultural, legal, and policy environment related to childcare in Egypt.
3. Research and Analytical Skills
● Strong skills in conducting desk reviews, needs assessments, and gap analyses.
● Ability to translate manual information into practical, user-friendly content.
4. Communication and Stakeholder Engagement
● Excellent communication and facilitation skills to engage with stakeholders (e.g., orphanage staff, child protection professionals, government agencies).
● Ability to gather and incorporate feedback in a consultative and participatory manner.
5. Writing and Documentation
● Strong technical writing skills with a track record of producing high-quality manuals, toolkits, or guidelines.
Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:
UNFPA will provide available materials and information related to Noura programme to assist the consultant in conducting their work.
Timeline:
1- Contract signing: July 2025
2- Inception report: August 2025
3- Manual review and needs assessment report: August - September 2025
4- Draft manual: November 2025
5- Final version of manual submission: End of December 2025
Contract timeframe:
July 2025 - February 2026
Payments:
● First Payment (20%): Upon delivering the inception report and approving it by UNFPA.
● Second Payment (20%): Upon delivery and approval on Needs Assessment / Gap Analysis Report
● Third Payment (40%): Upon delivering the Draft Adapted Manual and concluding the validation process.
● Fourth Payment (20%): Upon submission the final version of the Adapted Manual and after the conduction of the validation workshop.
