Job Purpose:

The work of UNFPA is based on the premise that all human beings are entitled to equal rights and protections. It focuses on women and young people because these are the groups whose ability to exercise their rights to sexual and reproductive health is often compromised. 

UNFPA Mongolia has been working together with its partners, both in government and non-governmental organizations, and with the generous financial support of various donors. We continue to work together to deliver services for vulnerable population in Mongolia with the aim to achieve three transformative results by 2030: ending preventable maternal deaths, ending the unmet need for family planning, and ending gender-based violence and all harmful practices.

In line with the transformative results, our new country programme will leverage partnerships with government entities, and strengthen strategic partnerships with international financial institutions, donors, civil society organizations, the media, and the private sector to strengthen advocacy efforts and leverage resources.

In implementing UNFPA Mongolia Country Program regularly convenes meetings, workshops and consultations with partners, as well as publishes advocacy materials, studies and evaluations to communicate with donors and the general public.  These activities frequently require written translation between English to  Mongolian and vice versa.

Therefore, UNFPA Mongolia is seeking services of highly skilled English to Mongolian and Mongolian to English written translators, who can support quality written translation services in the areas as follows:

-    Gender: Empowerment of women and girls; Gender-Based Violence; Domestic violence.

-    Health: Sexual and Reproductive Health and Rights; Maternal Health; Family Planning; Adolescent Health; Sexuality Education; HIV/AIDS/STI.

-    Population and Development: Population Dynamics; Youth Development and Participation; Ageing; Persons with Disabilities; Census.

-    Legal documents related to the areas above. 

Scope of Work:

Duties of written translators are as follow:

  • To translate UNFPA’s project and programme related internal and external documents including reports, bulletins, regulations and guidelines, media news and publications, and technical medical and clinical protocols, research findings, and SRH-related data tools, requiring a high level of accuracy in medical terminology, etc.
  • Conduct thorough reviews of translated documents to ensure the final documents are of high quality, enabling immediate publication without further proofreading or editing required by UNFPA. 
  • Spelling, linguistics accuracy, clarity, coherence and consistency of terms used, and grammar must be 100% accurate. 
  • A special note on written translation of power point presentations, graphs and graphics must be submitted to UNFPA as completed product ready for use in the same format and program as the original document.
  • The translated text must be delivered in MS Word, PowerPoint or Excel files, as required.
  • For the translation on regular or urgent needs, words of original document will be counted, and 1000 words is the base of payment calculation.
  • Maintain confidentiality and handle all information shared as part of the assignment with discretion.

Duration and working schedule:  The duration of the engagement is for 11 months, and the service is to be provided on an ad hoc basis as and when needs arise. 

Place where services are to be delivered: Written translation service can be provided remotely. 

Delivery dates and how work will be delivered:  The services should be done in agreed time for each assignment.

Written translation services for both regular and urgent needs which are defined based on the following timelines and volume: 

No. of words Translator review times
up to 1000 words: 1 day
1000 – 2000 words: 1 or 2 days
2000 – 3000 words: 2 days
3000 - 5000 words: 2 – 3 days
5000 - 10000 words: 3 – 5 days
More than 15000 words: 5 - 7 days

Any assignment with a duration shorter than the specified time frame will be considered urgent.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

UNFPA will perform monitoring and evaluation on delivery of each assignment. Requesting units/staff will provide regular feedback upon delivery of each assignment and evaluation at the end of the contract on quality and timeliness of products to ensure the performance of selected contractor is at appropriate level.

If UNFPA has obtained negative performance feedback from the “requesting units” and the rating of the quality of products falls below 2 times within the given period, it can be the base to terminate the contract.

Supervisory arrangements: Each assignment is expected to be supervised by the requesting unit of the country office. 

Expected travel: No travel is expected for the subject consultancy.

Qualifications and Experience: 

Education:  

  • Bachelor’s degree in linguistics, health, gender, social science, public policy or any other fields.
  • Any international certificates for translation programme completion will be an asset.
  • English language proficiency level C2 or IELTS score of 8.0-9.0 or a TOEFL iBT score of 114-120. 

Knowledge and Experience: 

  • At least 5 years of experience of written translation and editing service.
  • Knowledge of UNFPA and its work in Mongolia. 
  • Proven experience of translating documents relevant to UNFPA’s specific topics English to Mongolian and vice versa is an advantage.
  • Proven experience in translating medical and public health documents, including guidelines, reports, and training materials related to sexual and reproductive health, maternal health, and gender-based violence is highly desirable.
  • Familiarity with clinical and epidemiological terminology in both English and Mongolian is a strong asset.
  • Prior experience translating for the United Nations or any of its agencies as well as other international organizations is an advantage6

Languages: 

  • Fluent in both written and spoken English and in Mongolian

Required Competencies: 

  • Ability to work within deadlines.
  • Ability to provide accurate, high-quality written translation services 
  • Ability to access reference material available on-site is needed to carry out duties.
  • Ability to maintain good interpersonal relationships, team spirit, high sense of disciple and professionalism. 
  • Ability to establish priorities, plan, coordinate and monitor own work.
  • Ensure confidentiality of the translated materials.
  • Excellent linguistics skills.
  • Strong editorial skills.
  • Skillful use of specialized terminology

Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:

For written translation service the selected contractor is expected to have their own space and equipment. UNFPA will provide the documents to be translated before sufficient time agreed. 

Other relevant information or special conditions, if any:

UNFPA reserves the right to withhold up to 30% of the total fee of the assignment in case that deliverables are not submitted on schedule or do not meet the required standard (e.g. work requires substantive editing or incorrect use of technical terms and standard wordings).

UNFPA will process payments upon completion of deliverables and acceptance by respective requesters within 30 calendar days.  To reduce minimum valued transactions, UNFPA may combine payments below USD100 on a quarterly basis. Payments exceeding this threshold will be made upon the completion of deliverables in accordance with UNFPA terms and conditions.

Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever without written permission of UNFPA in line with the national and International Copyright Laws applicable.
