The United Nations Population Fund (UNFPA) has developed this guide to enable census experts worldwide and UNFPA Regional and Country Offices to better understand the census processes and identify potential areas and roles that UNFPA can play to ensure successful implementation of the census. The guide can facilitate discussions with governments and other duty bearers and aids in the identification of components of census, which UNFP A and other donors may support. It will also prove useful for development partners and government institutions engaged in the census process.

In doing so, it will help to produce higher quality census data and a culture in which those hardest to reach are prioritized.
