                                          National Consultant (YOUNG AND EMERGING EVALUATOR) to provide evaluation support services to UNFPA Moldova Country Office
Hiring Office: UNFPA Moldova Country Office 
Background and purpose of consultancy:

The 2024 UNFPA Evaluation Policy encourages country offices to conduct country programme evaluations (CPEs) for every programme cycle and, as a minimum, every two cycles. UNFPA Moldova will be undertaking a country programme evaluation (CPE) to provide an independent assessment of the performance of its 4th  Country Programme (2023-2027) and offer an analysis of various facilitating and constraining factors influencing programme delivery and the achievement of intended results. The CPE will also draw conclusions and provide a set of actionable recommendations for the next programme cycle.

UNFPA Moldova is seeking to hire a national consultant, a young and emerging evaluator (YEE), to provide support to the evaluation manager and the evaluation team during the CPE process. 

Scope of work:

The national consultant will be involved in all the phases of the CPE, namely Preparation, Design, Field, Reporting and Dissemination and Facilitation of use phases as described in the UNFPA Evaluation handbook

The national consultant / YEE is expected to perform a variety of tasks under the guidance and supervision of the Programme Analyst on M&E. 

These include: 

  • Support the CPE manager in completing key tasks involving: drafting notes, data management, desk review of relevant documents, communication with the key stakeholders, organizing meetings and organizing logistics related to the implementation of CPE activities;
  • Support the preparation of PowerPoint presentations, graphs, tables and diagrams;
  • Support data collection in the field;
  • Contribute to data analysis;
  • Support key dissemination activities of evaluation results (e.g., presentation of the results evaluation to key stakeholders).
Duration and working schedule:

Duration of assignment: 3 November 2025 – 30 September 2026.

Total number of working days is estimated at: up to 35 full working days.

Preparation phase - 8 days

Design phase - 5 days

Field phase - 15 days

Reporting phase - 5 days

Dissemination and facilitation of use phase - 2 days

Note: The mentioned number of working days has been estimated as being sufficient/ feasible for the envisaged volume of work to be completed successfully and cannot be used as criteria for completion of work/assignment. The provision of envisaged deliverables approved by the Programme Analyst on M&E would be the only criteria for the Contractor’s work to be considered completed and eligible for payment/s.

Place where services are to be delivered: The national consultant / YEE is expected to work within the UNFPA Moldova country office in Chisinau.  Applicants who are not Moldovan citizens must have a valid work permit to work in Moldova.
Supervisory arrangements: The national consultant / YEE  will   work under the direct supervision of the UNFPA Programme Analyst on M&E  and in close collaboration with the Evaluation Team Leader.
Expected travel: Travel will be determined based on needs identified notably during the fieldwork (data collection) phase. 
The travel expenses  will be covered by the UNFPA Moldova Country Office, in accordance with UNFPA Travel Policy. 
Required expertise, qualifications and competencies, including language requirements:

The UNFPA Moldova Country Office is looking for a National Individual Consultant / YEE under 35 years old and who has the following educational background and minimum qualifications:

Education:

  • Master degree  in development studies, population studies, economics, monitoring and evaluation, social sciences, public health, or any other relevant discipline;

or

  • Bachelor’s degree with 2 (two) additional years of relevant experience.

Knowledge and Experience: 

  • Certificate in evaluation or equivalent qualification;
  • Less than 2 years of work experience in monitoring and evaluation, research or social studies in the field of international development;
  • Excellent analytical and problem-solving skills;
  • Demonstrated ability to work in a team;
  • Strong organizational skills, communication skills and writing skills;
  • Good command of information and communication technology and data visualization tools;
  • Good knowledge of the mandate and activities of UNFPA or other United Nations organizations will be an advantage;
  • Keen interest to improve as a professionally competent evaluator within the framework of the national evaluation capacity of the country.

Languages:

  • Fluency in Romanian and English is required.
  • Working knowledge of one or more additional languages relevant to Moldova, including Russian, Bulgarian, Gagauzian, Romani, Ukrainian, or sign language, would be an asset.
Other relevant information or special conditions, if any:

The national consultant / YEE must have their own laptop.

Basis of payment:

Payment will be done in 4 (four) installments, after completion and approval by UNFPA of the deliverables as follows : 

Phase 1: Upon completion of the preparatory phase and approval of the preparatory phase report (8 days)

Phase 2: Upon approval of the design report (5 days)

Phase 3: Upon submission of a draft final evaluation report of satisfactory quality (15 days)

Phase 4: Upon approval of the final evaluation report and the PowerPoint presentation of the evaluation results (7 days)

The fee per day will be established based on the requirements included in this Terms of Reference and the consultant's expertise, in alignment with UNFPA Policy and Procedures for Contracting Individual Consultants.

The ownership of the outputs under this consultancy will remain with the UNFPA Moldova Country Office. 

Consultant’s performance will be evaluated against such criteria as: timeliness, responsiveness, initiative, communication, accuracy, and quality of the products delivered.
