The Position:

Under the overall supervision of the Head of the Sub-Office in Cotabato, and under the technical supervision of the National Programme Officer, Reproductive Health (RH), the incumbent is primarily responsible for coordinating and monitoring the Sexual and Reproductive Health (SRH) interventions in Mindanao along the development–humanitarian–peacebuilding nexus

Job Purpose:

The SRH Analyst will be the focal point for coordination, implementation, monitoring and reporting on SRH activities, including HIV and medical aspects of GBV, in the field. The SRH Analyst will support implementation of SRH initiatives as well as monitor and report on progress; with strategies to include advocacy for SRH services, ensuring quality of care for services offered through facilitation for capacity building, provision of SRH supplies, and monitoring of SRH activities.

The SRH Analyst may be called upon to identify and facilitate operational partnerships, propose SRH supplies needs, equipment and accessories periodically, and coordinate provision of such supplies to the partners. The Analyst will advise accordingly on the integration of comprehensive health (SRH/HIV/GBV) services into primary health care. The Analyst will work closely with the focal points in government, implementing partners, development partners, civil society as well as sister UN agencies (e.g. UNHCR, UNICEF, IOM, WFP and WHO) to ensure improved SRH services to vulnerable groups to include internally-displaced people (IDP). The SRH Analyst will represent UNFPA in all coordinator mechanisms related to SRH and lead the SRH subcluster with the technical advice from the national SRH policy specialist

The technical and coordination work expected from the SRH Analyst shall primarily be in line with the Philippine Development Plan (PDP) 2017-2022, the Responsible Parenthood and Reproductive Health (RPRH) Law, the Ministry of Health’s (MOH) National Objectives for Health (NOH), and the UNFPA 9th Country Programme of Assistance to the Philippines 2024-2028.

You would be responsible for:

  • Coordinate efforts in strategically positioning UNFPA’s advocacy on critical SRHR issues in humanitarian settings in Mindanao. 
  • Coordinate with various stakeholders in developing evidence-based, innovative and replicable policy and programmatic solutions to pressing SRHR issues in the humanitarian setting.
  • Coordinate the building of partnerships with regional and local government units, non-government organizations, civil society, communities, inter-faith groups, co-UN agencies, development partners and the private sector in promoting full implementation of the MISP-SRH. 
  • Contribute in identifying and coordinating potential resource mobilization initiatives and opportunities to further widen and diversify UNFPA’s investments on SRHR in the field. 
  • Contribute in identifying communication entry points and initiatives to strengthen UNFPA’s organizational brand in galvanizing support and engagement with beneficiaries, government and non-government partners, donors and with UNFPA staff on SRHR in the field.

Qualifications and Experience 

Education:  

Advanced university degree in health sciences or public health or any other relevant field of study.

Knowledge and Experience: 

  • Previous work experience on Sexual and Reproductive Health is an asset
  • Previous humanitarian work experience is preferred
  • Work experience in the previous ARMM is an advantage

Languages: 

Fluency in English is required. Fluency in Filipino is desirable. Working knowledge of other official UN languages is desirable.
