Job Purpose:

The GBV Consultant will support the effective management of UNFPA funded Gender/GBV program activities and support the integration of GBV and SRH interventions, in Khartoum state. Through analyzing and assessing political dynamics, social, and economic trends, the consultant will contribute to inform project formulation, implementation, and evaluation of GBV in emergencies programs as well as the joint programming initiatives specifically designed to address issues of FGM and Child marriage including the implementation of the national development frameworks.

Moreover, the consultant will provide day-to-day assistance to UNFPA partners and support in monitoring the results achieved, preparing a regular report of Khartoum state, guiding the appropriate application of systems and procedures.

You would be responsible for:

    Scope of work

Under the overall guidance of the GBV Unit and under direct supervision of the Head of Atbara Field Office, the GBV consultant will undertake the following tasks:

  1. GBV Program Management:
  • Provide day-to-day support to UNFPA-funded interventions and Implementing Partners in Khartoum state. 
  • Guide GBV Implementing partners to regularly assess the risk factors of GBV and safety concerns of women and girls and recommend mitigation measures. 
  • Identify the needs of vulnerable groups or individuals (IDPs, Refugees and host community) and share relevant analysis and intervention recommendations to the Head of sub office and the relevant heads of programs in the CO. 
  • Regularly monitor the implementation of GBV activities and the quality of GBV services provided. This includes monitoring visits to UNFPA supported facilities, following up on budget utilization, provision of timely progress reporting on activities and indicators.
  • Monitor projects implementation and provide feedback on the progress to the relevant units/sections and ensure that the implemented activities under the agreements signed with the implementing partners are being adhered to.
  • Coordinate GBV and GBV health response activities, using a results-based approach incorporating creativity, innovation, and responsiveness to the needs, and thorough monitoring and reporting.
  • Support capacity building and ongoing support of GBV partners at various levels including GBV Working Group partners and support institutional capacity building of government and other partners.
  • Support the rollout of GBVIMS among implementing partners and data sharing procedures are in place. 
  • Undertake other relevant duties as assigned by Head of GBV unit and head of sub-office.
  1. Field Operations:
  • Ensure that UNFPA’s policies, standards and procedures are constantly and coherently applied in the assigned duties and responsibilities.
  • Identify the needs of vulnerable groups or individuals (IDPs, Refugees and host community) and share relevant analysis and intervention recommendations to the Head of sub office and the relevant heads of programs in the CO. 
  • Lead and/or contribute to assessments and situational analyses including interagency assessments and monitoring missions; ensure GBV/SRH concerns included in multi-sectoral assessments and link to consolidated appeals.
  • Prepare and share bi-weekly reports and contribute to the periodic quarterly donor reports.
  • Develop and maintain relations with local authorities ensuring smooth negotiations in all aspects of UNFPA's mandate for the benefit of women and girls.
  • Monitor the security situation in the area and intervene as appropriate with the local authorities in close consultation with the head of the sub office.
  1. Cross-Cutting issues
  •  Apply the Accountability for Affected Populations (AAP) throughout the project cycle and ensure that complaint mechanisms are in place as part of the AAP intervention led by the Program Specialist for Gender, PSEA and AAP.
  • Adhere to the PSEA standards, UN Protocol for Implementing Partners, and work closely with state level PSEA Network in close consultation with the PSEA specialist for UNFPA country office.
  • Ensure that persons with disability are benefiting from UNFPA services and facilities are accessible for Persons with Disabilities (PwDs) and periodically provide feedback and recommendations to improve access to the PwDs. 

 

   Duration and working    schedule:

 

Four months: September to December 2025 

 

Place where services are to be delivered:

 

Khartoum, Khartoum State

 

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

 

  • The GBV Consultant is expected to closely work with GBV program and GBV coordination Unit, field office staff and UNFPA implementing partners. 
  • The consultant will provide a weekly update and a monthly progress report of the work accomplished in soft copy. Monthly payment will be paid upon completion of the agreed work plan with GBV program and Head of the Field Office.   
  • The consultant will be based in Khartoum states with possible travel to other states as requested by the Head of GBV Unit and Head of Field Office. 
  • The consultant will regularly attend the GBV weekly meetings to provide progress updates and discuss the challenges s/he might face. 

 

 

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

 

UNFPA will monitor the progress of the consultancy on a monthly based using the agreed work plan and deliverables. By the end of every month, a detailed report should be submitted including the completion of all tasks.

 

 

Supervisory arrangements: 

 

The consultant will work under the overall guidance of the Head of GBV Unit, and the day-to-day supervision of the Head of Atbara Field Office in cooperation with the field office technical staff. 

 

Expected travel:

 

The consultant might travel to states other than Khartoum as requested by the office GBV Unit and Head of Field Office. 

 

Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:

 

The consultant will be part of the team working at UNFPA Khartoum Office in IOM premises and will be provided an office space and equipment including laptop computer



 

Qualifications and Experience: 

Education:  

Advanced University Degree in social sciences or related fields. 

Knowledge and Experience:

  • At least Seven years’ experience in GBV in Emergencies with experience in programme planning, implementation, and monitoring in a context of results-based management and programming. Successful record of program management responsibilities.  
  • Extensive knowledge and experience in Gender and GBV in the context of Sudan, thorough understanding of the social, economic, and political context of the country and region and successful record of health management responsibilities.  
  • Familiarity with standards and guidelines for GBV programming in emergencies, and coordination as well as guidance on protection from SEA.

Computer skills: Office Package (excellent knowledge of Word, good knowledge of Excel and PowerPoint) and Internet browsing.

Languages:
