Purpose of consultancy: |
The Philippines faces a significant challenge in reducing its maternal mortality ratio. To address this, the Department of Health (DOH) has launched its ambitious "28 for 28 by 28" initiative, aiming to establish 28 new BUCAS (Bagong Urgent Care and Ambulatory Services) centers by 2028. These BUCAS centers are strategically positioned to bridge healthcare gaps and significantly improve maternal health outcomes. UNFPA Philippines is a committed partner in this endeavor, transitioning to a financing model that leverages investments to mobilize additional resources. UNFPA has secured a $500,000 investment from the Strategic Investment Facility (SIF). This SIF funding is dedicated to supporting DOH's priority projects in partnership with the Asian Development Bank (ADB), directly enabling the establishment and effective operation of BUCAS centers. A key component of this SIF-supported technical assistance is the PuroKalusugan initiative. This includes developing mobile health services strategies (identifying relevant models and finalizing strategy mapping), converting the PuroKalusugan Manual into an interactive digital training format (developing materials, piloting training, and enhancing the manual), and deploying mobile vans to underserved areas to expand access to maternal, reproductive, and child health services while strengthening CHD's capacity in mobile healthcare solutions. In addition, the Philippines has been specifically selected as the country for implementing the WomenX Collective's telemedicine solution, recognizing its robust market readiness and the significant potential for impact and sustainable financing. The strong government backing for telemedicine via the UHC Act and Digital Health Roadmap, combined with existing telehealth ecosystems and DOH's substantial investments in BUCAS, creates an ideal environment for digital health expansion. As we prepare for the next phase, the focus on telemedicine and digital health solutions becomes even more critical, as these are common interventions woven into the SIF-funded technical assistance and other related and upcoming sexual and reproductive health (SRH) initiatives with digital health elements. Therefore, UNFPA is seeking an SRH Digital Interventions Coordinator. This role will be pivotal in providing technical expertise to synergize the digital health components of the ongoing SIF-funded PuroKalusugan technical assistance. The consultancy will maximize the combined impact of these initiatives by leveraging digital platforms to expand access to SRH and maternal health services, enhance service delivery efficiency, and ultimately strengthen the overall health system, contributing significantly to reduced maternal mortality and improved health outcomes across the Philippines. |

The SRH Digital Interventions Coordinator will support the Philippine Country Office through the following: A.Multistakeholder Collaboration on the Mobile Health Strategy Implementation and Digital Training
B. Strategic Integration, Synergistic Planning, and Telemedicine Pre-Implementation Support

The consultant is expected to report at the UNFPA Country Office and SIF project sites, and to attend regular meetings at the Department of Health. |

Required expertise, qualifications and competencies, including language requirements: |
JOB REQUIREMENTS: Essential Advanced degree (Masters level) in public health, health informatics, public management, or similar academic degrees.OR A first-level university degree may be accepted in lieu of the advanced university degree with 2 years of professional experience in designing and implementing projects related to digital public health interventions Desirable:
