Purpose of consultancy:
The Representation Office to the European Union is looking for a consultant to assist in resource mobilization and contract management of development projects funded by the European Commission (EC).
Scope of work:
Specific tasks include the following:
Support to resource mobilization
- Assist with the identification and dissemination of new funding opportunities under the EU’s international development cooperation (non-humanitarian).
- Monitor, update, and follow-up on deadlines for submission of EU funding proposals for international development cooperation.
- Conduct a detailed review of narrative funding proposals under UNFPA’s EU funded development portfolio to ensure their overall quality and conformity with established requirements.
- Assist the review of draft EU Contribution Agreements under UNFPA’s EU funded development portfolio to ensure conformity with established requirements.
- Assist the review of standard instruments signed between UNFPA and other UN agencies for EU funded Joint Programmes to ensure their compliance with relevant templates and guidelines.
Support to Contract Management
- Support the maintenance of UNFPA ROEU’s records and electronic filing for UNFPA’s EU funded development portfolio.
- Monitor, update, and follow-up on reporting deadlines for UNFPA’s EU funded development portfolio.
- Conduct detailed review of interim and final narrative reports under UNFPA’s EU funded development portfolio to ensure their overall quality and compliance with EU related requirements.
- Support data entry and updating of UNFPA’s EU funded projects in the European Commission's Operational System (OPSYS).
- Support compliance with EU visibility requirements under UNFPA’s EU funded development portfolio.
- Assist in the review of draft contractual amendments (including revised contractual amendments) under UNFPA’s EU funded development portfolio.
Duration of contract: 6 months contract (full time)
Place where services are to be delivered: UNFPA Representation Office to the European Union (ROEU), Brussels, Belgium
Required expertise and qualifications:
Education:
University degree in International Development, International Law or another related field is required.
Knowledge and Experience:
- At least 2 years of relevant work experience at national and/or international levels
- Knowledge of international development cooperation, EU policies and institutions, international politics
- Strong organizational ability with attention to detail and quality; ability to work in a team environment
- Experience of working in the UN system is desirable
Languages:
Fluency in written and spoken English is required. Knowledge of French, Spanish or another UN official language is an asset.
Other:
- Good knowledge of Microsoft Office software package is required
- Knowledge and experience of the Enterprise Resource Planning system is an asset
- Ability to work independently, as well as in teams
Please Note: Only holders of a valid permit authorizing them to work in the European Union are eligible to apply. The successful candidate will sign a local consultancy contract under which fees are not tax exempt.
