Contract duration: 30 days

Purpose of consultancy:

UNFPA has zero tolerance for all forms of sexual misconduct, and for inaction in the wake of reported violations, whether perpetrated against a recipient of assistance or a UNFPA staff member. The vision of UNFPA is to cultivate an organizational culture of care that nurtures a safe, trusted, and protective environment, in which UNFPA personnel and the people and communities we serve can work and live free from violence, abuse, exploitation and harm, their rights and dignity are upheld, and those who perpetrate such violence are held accountable.

In collaboration with DHR through the Learning Budget, the purpose of this short-term consultancy is to provide overall technical leadership and direction for UNFPA’s Innovative Learning Design project on Protection from Sexual Exploitation, Abuse and Sexual Harassment (PSEAH). The Technical Specialist will ensure that the project achieves its overarching objectives of strengthening institutional capacity, embedding interactive and engaging approaches, and supporting the creation of meaningful, accessible, and impactful learning experiences. Specifically:

1. To provide technical leadership for the expansion and enhancement of the Core Learning Package through the design and integration of innovative PSEAH learning contents, adaptable for both facilitator-led and self-paced learning across global, regional, and country contexts.

2. To ensure the continuous improvement of learning experiences is achieved through feedback loops and monitoring of learning actions, which provide crucial input. This process also ensures organizational learning by evaluating the impact on learners' capacities and abilities to prevent and protect against PSEAH.

3. To strengthen institutional capacity by ensuring that the final suite of products supports practical application of PSEAH principles, enhances knowledge retention, and promotes a culture of prevention and accountability.

Under the direct supervision of the Global PSEAH Coordinator, and working closely with the PSEAH Unit and external vendors, the Consultant will be responsible for providing strategic refinement, technical guidance, and quality assurance for UNFPA’s PSEAH learning initiative.

The Consultant will undertake the following:

1. Learning Content Development

● Design and production of innovative PSEAH learning content to be seamlessly integrated into the PSEAH Core Learning Package and complement existing theoretical content with practical, skills-based applications.

● Guarantee that all learning products developed are in line with the learning products developed by an expert learning company Ensure that all outputs are designed to be used across different modalities (in-person, hybrid, and online) and can be localized for use across global, regional, and country contexts.

● Advise on strategies to maximize usability, interactivity, and sustainability of the learning products within UNFPA’s learning ecosystem.

2. System to assess impact and reach of Learning Content Monitoring and Impact Evaluation

● Develop and implement tools to track the effectiveness and reach of the innovative learning tools.

● Analyze feedback from learners and PSEA Focal Points, and gather data on learning outcomes and behavioral changes to inform continuous improvement and ensure the project's impact on strengthening PSEAH capacities.

3. Quality Assurance and Alignment

● Maintain overall coherence of the project by aligning all deliverables with UNFPA’s institutional vision, safeguarding commitments, and broader learning strategies.

● Develop clear quality assurance processes, including testing and piloting of learning content with target users, and incorporating feedback.

● Ensure that outputs reflect evidence-based good practices in adult learning, instructional design, and safeguarding.

4. Coordination and Reporting

● Provide regular progress updates to the PSEAH Unit, flagging risks and proposing mitigation measures as required.

● Deliver a final technical report summarizing achievements, challenges, lessons learned, and recommendations for sustaining and scaling the learning tools.

Deliverables:

● Learning content for at least 3 learning Modules in line with learning objectives of the Core Learning Package and complementary with existing content and newly developed learning tools and materials.

● M&E based tools to track progress and utility of learning content, focusing on learning outcomes and behavioral changes.

● Quality assurance processes that include testing and piloting of learning content with target users, while systematically integrating their feedback.

● Final report summarizing achievements, challenges, lessons learned, and recommendations for sustaining and scaling the learning tools.

Expected Travel: N/A

Required Expertise and Qualifications:

Education:

● Advanced university degree in one of the following disciplines: Law, Education, Public Health, Sociology, Gender (including GBV), International Development, Public Administration, Business Management or related field.

Knowledge and Experience:

● At least five (5) years of professional experience in developing and delivering learning materials on PSEAH (or GBV); and in coordinating, designing and implementing successful PSEAH-focused learning initiatives.

● Understanding of existing PSEAH global technical standards and approaches

● Proven expertise in curriculum development, adult learning methodologies, and participatory learning approaches.

● Experience with working on or supporting PSEAH efforts across programming

● Excellent writing and editing skills in English.

● Experience in graphic design is highly desirable.

● Previous relevant experience in the UN context is highly desirable.

● Excellent written and verbal communication skills.

Languages:

● Fluency in English is required, working knowledge of other UN official languages desired.
