The London Representation Office was established in 2017 and serves as a liaison with key partners to UNFPA – including governments, parliamentarians, NGOs, civil society, academia, media and citizens – in the five countries covered by the office (the United Kingdom, Ireland, Portugal, Spain and Italy). It plays a crucial role in promoting UNFPA’s mandate and thematic funds; championing sexual and reproductive health and rights (SRHR); and building partnerships to further collaboration and help deliver on the UNFPA’s Strategic Plan. The office advocates for UNFPA’s global programmes and its normative work, including advancing the ICPD Agenda and issues relating to gender gender equality, population, youth, and SRHR. The Chief of the UNFPA Representation Office in London serves as UNFPA’s most senior Representative in the UK and, in close coordination with headquarters, supports the Fund’s relationship with the five countries covered by the office.

Monica became the head of UNFPA’s London Representation Office in August 2023, after serving for six years as the Chief of the Representation Office in Geneva. Prior to joining UNFPA, Monica had a 20-year career of public service in Portugal — during which time she served as the Secretary of State for National Defence, as well as periods as a university lecturer, a media personality and an activist. Monica was a Member of Parliament from and served as the Chair of the All-Parliamentary Group on Population and Development, and Vice-President of the European Forum of Parliamentarians for Population and Development. She has authored more than 100 articles, books and encyclopedia references on issues related to the UN, Human Rights, State Building and Security Sector Reform
